Government necessary to desegregate?

This is what George Wallace had to say about integration during his inaugural address in 1963: "In the name of the greatest people that have ever trod this earth, I draw the line in the dust and toss the gauntlet before the feet of tyranny, and I say segregation now, segregation tomorrow, segregation forever."

Just wondering what people think about this article... I know it's mostly pretty silly but how would you respond to the claim that without government it would have been impossible to end segregation?

I would say that Segregation would have ended on its own if there were no state laws enforcing segregation. So the Federal Government SHOULD make it illegal to enforce Segregation at any governmental level. Since it should be up to the owner to decide if they want to do something like that. Segregation was a government-enforced law in many states. Other areas had segregation too (such as in Northern States without Laws) but generally businesses tended to desegregate on their own over time.

BUT the response would be that we can't wait for justice to arrive and that we should end all segregation immediately. The problem with that is that the owners could still be obviously racist towards the customers and rude as a result. Thus making a sort of de-facto Segregation where no one who is black would go to a business due to the owners and people there looking angrily at them and perhaps even making rude/racist remarks at them or about them.

The application of force doesn't correct social matters, it only forces those matters to shift.

All you do is push the balloon, and the problems go somewhere else. Then it takes us decades to objectively define where the problems have gone to, although we rarely consider the origin of where such trends started.

What I find strange, is how such conclusions ignore own our nature. The most overlooked is race mixing, and it has occurred forever, far before the CRA, and after. So in one respect, humans would breed out of what was currently(key word, as the context changes with each generation) regarded as some form of subjective genetic purity.

I would say "Without government, segregation was almost impossible to sustain."

Second to that, segregation, when it occurs naturally and through no force or coercion, is not necessarily a bad thing. Chinatown in San Francisco, little Italy in New York, the whole of Detroit are examples of communities that have naturally segregated themselves through no coercion and have become ethnically and culturally rich communities (aside from Detroit of course). If some immigrants segregate themselves when arriving in a country, it can become beneficial as it gives them familiarity while they adapt to the new culture/language/nation where they live.

If we forced quotas on communities and peoples, we would see an increase in inter-racial/cultural tensions and violence.

Desegregation would have happened without government as racist businesses would have eventually faced negative publicity and boycotts.

As for immigrants segregating themselves, it's a way for them to ease into a new culture.  Their children usually get fully assimilated.  Unfortunately, some Muslims have no desire to have their children embrace Western culture.  Some will even, "honor kill" their kids rather than see them become westernized.
