this was lifted from page 12 of The Law

This was Bastiat's perception of the US in 1850.

He was right with his observation with 1850's U.S..  Im just saying its unlikely he would make that same observation were he alive today. Especially if he learned that, in 2012, a rural Oregon man was sentenced to 30 days in jail and over $1,500 in fines because he had three reservoirs on his own property to collect and use rainwater.

I'd say it's not an argument all. But The Law was written to describe the evils of socialism, not to describe the origin of natural rights in any significant detail. Bastiat wrote it hurriedly on his deathbed as France was being taken over by socialism.

Considering what was happening to France at the time, and his extremely tight schedule, I'd say he did a decent job of prioritizing. It's pretty obvious The Law would have been organized a little better, too, if he had had more time.

The man was a brilliant economist. No doubt about that. But like you say, the core structure of his theory behind the law was rested upon a non-argument.
