The Project for a New American Century essentially promoted US control of the world, if not outright US imperialism.  You can call that a "progressive" idea, if you want to, but many would call the defunct British and Soviet Union empires, and the current US pseudo-empire, "reactionary."

And you may refer to John Bolton, Cheney, Rumsfeld, and William Kristol as "progressives," but they themselves, and others, would probably use the label conservative or neoconservative.

Right from the beginning, the Founding Fathers of the US engineered either the purchase or conquest of French and Spanish-held territory, and also invaded Canada, to try to expand the Empire.

So, to be consistent with you definition, you'd have to say that the US was founded by progressives who promoted progressive ideas from the get-go.

Later, Alaska was purchased and Hawaii was conquered.

Sure, 'progressives' have always 'reacted' to oppose libertarian ideas and policies and promote (and implement) their own.

No, I'd say the libertarian faction won (for the most part) the battle to design a limited government that would protect life, liberty and property. Ratifying the Constitution didn't make 'progressives' magically disappear from the U.S.
