For a "county" to have Rights, it must be a Country where a Sovereign is the embodiment of the Nation and the people are serfs, who may or may not be granted privileges by the Sovereign.

Historically, such Sovereigns claimed their Rights came from some Divine Being. In modern times, it has become popular for Tyrants to claim to rule "in the name of the People", but they power they claim for themselves is the same as that of the Emperors of old.
