Jeff, let's remember that police officers have fairly big responsibilities of maintaing peace.  So when they're tired and they're referred to as "law enforcement" or "Enforcers", their judgements can be hindered to get them to consider that they are to use force.  That's why I say apply the law (such as communicating to do negotiating, less than lethal forces like batons or pepper spray or rubber bullets or nets or super polymers or super lubricants) instead of merely enforcing the law.

And yes, said B- GPA Master's Degrees must be from very highly accredited universities or colleges.

Police need better tactics when dealing with potentially deadly encounters (as nearly all police encounters are). 

First of all there should be two officers in a squad car or walking a beat.  They need to learn to maintain an interval outside of the car.  When approaching civilians, one should approach while the other hangs back to make sure multiple subjects don't jump them and take their weapons. 

Pistols in side holsters are almost useless except as ways to carry the weapons.  Deploying a pistol in an arm's length encounter from a typical police holster is an invitation to the criminal to take the weapon away.  Keep a pistol hidden as a back up but let the lead partner do the talking while the trailing partner maintains security with a shotgun. 

Homeland security funds paramilitary gear for police and of course, no agency turns down funds so they buy it.  Once they buy it of course officers have to wear that crap.  Of course when an encounter goes wrong, the officer resorts to taser or pistol.  They sure can't chase or control a suspect physically while wearing a flack vest, pistol, taser, pepperspray, radio, handcuffs, baton, ammunition, flashlights, batteries, gloves, pens, pencils, keys, multi-tool, window punch and the ubiquitous ticket book.

No wonder they're grouchy all the time.

I, for the most part, agree that any person, that has severe mental illness (as in accepting Social Security Mental Disability benefits), must not be allowed to drive a truck or pilot a spacecraft or aircraft.

And yes, police officers should be deployed in at least pairs if possible I think some locations only have a few police officers and can't deploy in pairs.
