What Criteria is used in UHC Countries to Give Life-saving Treatment?

Anyone know what factors they take into account to see who lives and who does not?

Here's what the problem is with Canada's healthcare:

Yeah, I can see where a waiting list would be especially bad for an old person who doesn't have time to wait.

So are you saying that age is one of the factors the government takes into account when deciding who gets and who does not get life-saving treatment?  what are the other factors?
