So Here's Why Nickolas Cruz was Never Arrested before his Rampage

It sure wasn't because he never committed any crimes.

It was because Broward County was trying to solve the problem of too many students of color or with Spanish surnames having criminal records that prevent them from attending college.

Hard to believe?  Can't be true?  Government at work:

WHEREAS
,
the parties acknowledge that law enforcement plays an essential role in maintaining safety in the community. However, the use of arrests and referrals to the criminal justice system may decrease a student’s chance of
graduation, entering higher education, joining the military, and getting a job.

WHEREAS
,
in the 2011-2012 school year, the Department of Juvenile Justice reported 1,062 school-related arrests
in Broward County, the highest number in the state.

71% of these arrests were for misdemeanor offenses. Over half of those students had never been referred to the Juvenile Justice System before.

WHEREAS
,
across the country, students of color, students with disabilities and LGBTQ students are disproportionately impacted by school-based arrests for the same behavior as their peers
.

WHEREAS
, The Florida Legislature “encourage[s] schools to use alternatives to expulsion or referral to law
enforcement agencies by addressing disruptive behavior through restitution, civil citation, teen court, neighborhood restorative justice, or similar programs” and has instructed school districts “that zero tolerance policies are not intended to be rigorously applied to petty acts of misconduct and misdemeanors, including, but not limited to, minor fights or disturbances.”

So it goes up to the Florida legislature, who were no doubt taking cues from the federal government...

And "zero tolerance" doesn't apply to "minor fights and disturbances", which were obviously tolerated... especially from "students of color" and the disabled and LGBTQ people.

What does the 'Q' in LGBTQ stand for?

Your guess is as good as mine about the "Q"  They should just shorten it to "W" for "whatever."

Yes, this was an Obama initiative that Broward County adopted with results that any normal person could have easily predicted.

It's taboo on public forums to say/write the word, so use a mirror to read it:

Speak freely libertarians! None of you have anything to hide that you haven't already made pretty clear with your bigotry.

The 'Q' can mean either 'questioning' or 'queer'.

Nothing you've said on this thread says anything more about your attitudes than you're already made clear before.

Did the attempt to moderate your feelings have anything to do with being libertarians who are supposed to accept the preferences of others? LOL AS IF!

All my like I thought gays and lesbians were queer, because for quite a long time that's how they referred to themselves...

Donat is probably right that it stands for questionable.

I suspected "progressives" were behind it just because it's the type of thing they like, but I didn't know for sure, thanks for filling me in.

Then just give them all scholarships and have proscribed disciplinary actions standardised.

Making Sci-Fi great again since 2063.

Not taking Jeff seriously until he admits this is animal abuse (which he says should be illegal): http://www.youtube.com/watch?v=WE-IT7_CaE4

That's what Obama's "initiative" did, now we are reaping what his "initiative" sowed.

School shooters with long barbaric records and long histories of being drugged by their schools.
