Does he know it's likely that aggression will result? Of course he does. He remains blameless under the NAP. The people he's accepting have free will and some won't hurt others. He's not coercing them to do anything, he's just reaping the benefit of the fact that they will.
Inciting people to commit aggression is illegal and also a violation of the NAP.

Isn't it amazing that so many violations of the NAP were illegal even before the NAP was proposed? You could be given to believe that the basis of our laws is something similar to the NAP...

Probably now that Mexico has elected a "socially responsible government" all the Mexicans will go back to live in Mexico anyway, and all the people fleeing from "socially responsible systems" in South and Central America will go to Mexico and stay there... Right?
