If the law of the particular representative republic provides no power to the government to use tax revenue for such wealth transfers, then the expenditures are illegal.

Do you find a grant of power in the U.S. Constitution that allows the government to expend revenues collected in any fashion to be given to people who aren't working or can't work?

If the revenue was raised by means contrary to the limited taxing power granted to the government, then it was illegal taxation, which I think can fairly be called theft.

It's possible as I'm sure you see to have both illegal taxation and illegal expenditure of the illegally raised revenue, but only the first is theft.

Imagine that I robbed your safe, then spent the money I stole to hire a hit man to kill a witness to the robbery... Only the first action was theft.

Right, but it was also theft if you took it for the purpose of maintaining a standing army, educating children or building roads.  Theft for those noble goals is less immoral than theft to hire a hit man, but it’s still theft.

Legally collected taxes spent for legally authorized purposes are legal. Theft is illegal.

Well, no, that would be illegally dispersed tax revenue I think.

I suppose it depends on what powers have been granted to the local government.
