It only attracts “loan sharks” because of banking regulations that forbid private indivduals from making high interest loans.  Somebody is dumb enough to borrow large sums of money at two percent a week to shoot craps with, I feel sorry for them.  Just like I feel sorry for someone who goes bankrupt three years after winning the lotto.  But I don’t think I should be taxed at gunpoint to protect them from themselves.

Why should "loan sharking" be illegal?

Legalize lending money to people who want to borrow it, and the criminal element will disappear from that endeavor too.

Alcohol is legal, but people still make and sell moonshine. That's because there is too much taxation and regulation applied to making distilled spirits.

Since they regularly steal I would be willing to pay good money to live away from them.
  

This moral relativism of yours is exactly what lets government take this freedom, then that freedom, until we have lost them all.

Making gambling legal may associate with other crimes, but nowhere to the extent that making it illegal associates gambling with other crimes
