It teaches the offender that there there is a price to pay for aggressing against others. 

Ultimately, it's a deterrent, and retribution.

In this case, that would be served by depriving the man of his job.

But there's something about punishment that is definitively not served with the Minority Report scenario, wouldn't you agree?

The whole point of that movie was that even if you could prevent future victims with optimal efficiency, it's not cool to punish people who didn't do anything wrong. Right?

On an individual level, it's not a deterrent.

I just want a Human to say what I think every Human knows. What he must know.

Yes, but I don't see how that applies to Scot Peterson. He's a coward who panicked under stress.   It happens.   I've witnessed it myself.
