Reading the original post, I had trouble understanding it.  Reminded me of those nutty IQ tests questions:

If all Goobs are 6' tall and all Zibs a Goobs but not all Goobs are zonks...

People who work at the mint have always been paid out of our tax money.

Seigniorage goes into general revenue.

Revenue agents were also paid out of tax revenues. They (then the FBI) went after counterfeiters.

Now I think the FBI goes after all counterfeiters except the Federal Reserve Bank, which is authorized by law to create funny money...
