Officer Shoots at Dog, Kills Woman Instead

Police released an officer's body cam video less than 24 hours after the rookie officer shot and killed a woman lying in the grass, while trying to shoot a dog charging at him.  CBS DFW reports the rookie officer in the Dallas suburb of Arlington, who was released from supervised duty on July 1, responded to a welfare check Thursday about a woman who appeared to be passed out in a grassy area behind the plaza.

Footage from the officer's body-worn camera released Friday shows the officer walking along a sidewalk and calling out, "Hello. Are you OK?"

The woman replies, "Yeah, I'm fine." A dog approaches and the officer asks, "Is that your dog?"

As the barking dog runs toward him, the officer yells, "Get back!" He begins to back up and then fires three shots. The woman screams, "Oh my God!" and continues to cry out.

Police Chief Will Johnson said at a news conference that the dog, which he described as a Labrador mix, weighed about 40 pounds. Investigators think the dog belonged to the woman, who the Tarrant County medical examiner's office identified as 30-year-old Maggie Brooks.

Brooks is the daughter of an Arlington Fire Department captain, CBS News has learned.

Brooks was shot in the "upper torso," Johnson said. The dog suffered a flesh wound and has been quarantined, the chief said.

"Everything about this call is an absolute tragedy," a somber Johnson said. "Our hearts are broken for the Brooks family and for the officer involved. Our officer was on scene trying to find an individual who may be suffering from a medical emergency. Clearly, this is not the outcome the officer wanted, nor is it the outcome that the department wanted."

He said Brooks' family has been shown the body camera video, and that criminal and administrative investigations are underway.

The 25-year-old officer, whose name hasn't been released, graduated from the police academy in February and hadn't fired his service weapon in the line of duty before Thursday, Johnson said. He has been placed on administrative leave.

When was the last time a mail man shot a dog?  They don't, because we don't give them guns and badges.  When all you have is a hammer, everything looks like a nail.  My kids knew before they were in first grade that the fourth rule of gun safety is "Be sure of your target and what is beyond it."

Police should not wear sidearms.   It makes them think they are cowboys in a western movie.  Let them work in pairs and have a shotgun available if they need firepower.

I agree. Have them carry short barreled 12 ga. shotguns loaded with buckshot and full-auto genuine assault rifles. (Edit: The Browning A-5 makes a great short barreled shotgun! Probably one of the best ways to defend yourself against Fluffy.)

And give them grenades in case Fluffy really needs to be slaughtered. Shocked

If he'd worked for a private security company...

1. The call wouldn't have happened. People will call the police out of concern for a lady lying in the grass, but they probably won't pay for it.

2. The private security company wouldn't place him on leave or fire him unless they needed someone to throw under the bus to appease their customers. Random idiots' opinions wouldn't matter and he'd have every right to carry any weapon he wanted and defend himself with it. You wouldn't be able to stop him. This is why I say you're all spoilt. You want the government to be beholden to you and throw people under the bus for you to spit on because you have outrage. You also want to simultaneously curse the government, and say it (or most of it) shouldn't exist. Here's you:



Here's a serious question for you: What should happen to a private citizen if the exact same thing happened, and he shot at a vicious dog that was barreling toward him and hit a person instead?
  

This moral relativism of yours is exactly what lets government take this freedom, then that freedom, until we have lost them all.

I don't know.

The exact same thing never happens twice.

Edit: In a "libertarian society" such as people here keep imagining, several people might have drawn their weapons and shot the guy who shot the dog... Or some other bystander... Who knows?

People would have minded their own business and the lady would be alive and her dog would not be wounded.

Holding you to the phrase "exact same thing," I can't imagine a private citizen approaching a woman minding her own business based on a phone call from a stranger saying that they were worried about her.   If one did, acting as a "good Samaritan," I would find it hard to say they should be criminally liable, but the tort of wrongful death seems pretty clear.  A dog doesn't have to be vicious to be protective of its owner who is being approached by a shouting stranger who smells of fear and cordite. That's a dog's job.

I guess that is possible. 

In a "majority rules" society that  you envision, people might have voted for the officer to be hung on the spot.
