You could waive the $20k connection fee and have your own solar power array, and sea-water desalination still.   And you could opt to dump your raw sewage directly into the ocean.   

But that might not set well with your neighbors, and they might put you in a small boat and set you adrift. . .

Electricity will be 100% solar power (Diesel generators back-up during extended periods of heavy clouds)

Sewage is "pre-treated" and pumped into sewage barge which dumps at land-based sewage treatment plant.

Potable water from your tap is 100% desalinated sea water. Toilet flush is sea-water.

Water will cost roughly ~ 10¢/gallon, or 20% higher than the average land-based municipal water.

Chief, I just realized why I don't want to live in SeaStead.  The price.  I don't want to pay millions to live in a trailer park in the middle of the sea.

I prefer an island with nature.
