Yes. The tax you paid on your toaster was a SALES tax.

The tax you paid on the gasoline was an EXCISE tax.

Because at this point in time, there is no "Usage" tax on toasters.   If there ever IS a usage tax on toasters, then we will call it a USAGE tax!

No - there is NOT a usage tax on everything you use.

Here's a super easy way to figure out if you're paying a "usage" tax:

If what you are buying has a tax with the description of what you are buying attached to it, then it is a USAGE (or excise) tax.

For example:   You are buying T-shirts.  You paid a sales tax on them, but did you also pay a Federal T-Shirt Tax?

No.  You didn't.   So there is no usage tax on T- shirts.

You bought 14 gallons of gasoline.  You paid a sales tax on the gasoline, But did you also pay a Federal Gasoline Excise Tax?    Yes you did.   You paid 18.4¢/ gallon.   That USAGE tax was included in the price on pump. There IS a usage tax on gasoline.

There are no VATs with a National Sales Tax. No excise taxes.    It will be a "free" market, meaning no Market Access Fees.

Import Tariffs will still exist.

Says who? I see no such restriction in your tax plan. Market access fees are usage taxes, which you say are permitted.

Congress will set and regulate Tariffs and duties on imported goods. 

U.S. Customs and Border Protection (CBP) will enforce tariffs set by Congress.  It's very possible that Tariffs are NOT uniform, meaning that there might be a 11% tariff on goods from Mexico, and a 18% tariff on goods from China.
