Raising tariffs on one type of product or commodity penalizes nobody.  Not if it is done uniformly.   Nor does it offer protection.

So, why do it?

Somebody must benefit... Who benefits?

If you keep pretending complete economic ignorance, my propagandist job will remain easy! Thanks. Kiss Kiss Kiss

The government.  They receive more in revenues.

Governments will always devise ways to deprive an honest man of his money or property, and claim that it's legal.

Legacy American steel producers didn't benefit when protectionist tariffs were placed on imported steel in the '70s?

Edit: Realistic theories of political economy have proven that the freest economies produce the best results for everyone, and that distortions to free trade, like targeted tariffs, hurt the general economy. There is massive evidence in support.
