Governments exempt their own operations from the regulations they promulgate, and it's not too many enforcers that cause the drain on economies (although bureaucrats are expensive, most of them are not enforcers), the real drain is that things that might have been done aren't, like starting up a new business...

Regulations can also make existing businesses unprofitable, causing them to fail, or make it impossible to afford paying employees well, and regulations certainly make products more expensive for consumers.

Free markets work better, as long as a rule of law is in place and enforced.
