That doesn't explain how NYC Commission on Human Rights has violated Amendment I because the USA Constitution doesn't mention local governments.

You are right. 

A city DOES have the power to deny an individual's right to Free Speech.  That seems like too much power to me!

One of the primary reasons the federal government was created was to prevent States from violating the rights of U.S. Citizens.

That same assigned responsibility applies in cases of local governments violating people's rights.

When it comes to protecting or abridging rights, the federal mandate that rights must be respected and preserved is paramount in U.S. law.

The first Amendment says:

Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the Government for a redress of grievances.

It doesn't say anything about State or City governments passing Laws which prohibit free speech.

If the First Amendment actually applied to State or City governments, then NYC would not be permitted to pass laws which gives NYC the power to fine someone a quarter of a million dollars for simply using the term illegal alien to describe an alien who entered the US illegally.

It is my understanding that it doesn't have to. The First Amendment simply applies to congress only.

So yes, New York has every right to ban the N-word and fine people for saying it. This has been a thing longer than the "illegal alien" thing by the way.
  

This moral relativism of yours is exactly what lets government take this freedom, then that freedom, until we have lost them all.

The NYC Law that prohibits use of the term illegal alien supersedes First Amendment rights.    If the Law was unconstitutional, the New York State Supreme Court would squash it.

It can't be held to be superior to the Constitution, but much of federal law "supersedes" the Constitution, which isn't allowed either.

There are serious problems.

So does this mean that if I stand on a street corner in NYC and say illegal alien(s) a few times I can get picked up by the fuzz?
