The way I read things, people consented to governments that would protect their rights and liberty. Edit: And yes, they also consented to have governments do certain specific things that would act in the interests of the entire nation.

Certainly, as bad as our governments have become by operating outside the powers granted to them, they still do protect our rights and liberty in many ways, and I still consent to that part of it...
